A solar permit package is everything an installer hands the authority having jurisdiction to get a PV system approved for construction: the permit application, the solar plan sets, structural documentation, equipment cut sheets, load calculations where required, fire and HOA material where applicable, and proof of licensure. What is a solar permit package?
A solar permit package is the complete document bundle submitted to a building department for a PV installation. It is a folder, not a drawing. A typical residential rooftop submittal contains eight things:
- The building permit application — the jurisdiction’s own form, naming the applicant of record, the parcel, the scope, and the valuation.
- The plan set — the drawing sheets that show the system.
- Structural documentation — attachment details, framing verification, and a PE stamp where the AHJ requires one.
- Equipment cut sheets and listings — manufacturer datasheets and installation instructions for every listed component.
- Load calculations — service load math where a panel is at capacity, an upgrade is proposed, or the AHJ asks by default.
- Fire department material — pathway and setback documentation, and in some jurisdictions a separate review track.
- HOA approval — where a homeowners association has architectural authority over the roof.
- Proof of licensure and registration — contractor license, local business registration, insurance, and any affidavit the jurisdiction requires.

What goes in the building permit application itself?
The application is the administrative wrapper, and it fails for administrative reasons. Jurisdictions want the applicant of record correct, the parcel and address matching county records, the scope described in their vocabulary, the valuation stated, and the file format matching their portal.
The specifics vary more than installers expect. The City of Raleigh’s residential solar photovoltaic permit page, for example, requires the residential permit application, system plans, manufacturer specification sheets and installation instructions, a signed and sealed certificate from a design professional, an owner exemption affidavit where NCGS 87-1(b)(1) applies, and a lien agent notice — all as separate PDFs under a 30 MB ceiling. None of those last three are drawings, and none come from a drafting vendor.
Two details cause the most avoidable returns:
- Applicant of record. If the license on the application does not match the license on the plan set title block, the package gets held.
- Valuation. Several jurisdictions, including Monterey County’s photovoltaic submittal checklist, require a cost estimate for valuation as a line item. Leave it blank and the intake clerk stops there.

Where does the plan set fit in the package?
The plan set is the technical core of the package and the only part a plan checker reads line by line. Everything else in the folder either authorizes the submittal or substantiates a number on the drawings.
That matters for troubleshooting. When a package comes back, the correction notice names a sheet — but the fix often lives outside the drawings. “Provide listing information for the rapid shutdown device” is not a drawing error; it is a missing cut sheet. “Provide structural justification for attachment spacing” is a missing calculation.
Drawing quality still drives first-pass outcomes, which is why the most common plan set mistakes matter. But treating the plan set as the whole submittal leaves the other seven items to a coordinator at 4:45 p.m. on a Friday.
When does the AHJ require structural documentation or a PE stamp?
Structural documentation is required whenever the AHJ cannot approve the attachment from the drawings alone. Four triggers: dead load above the local threshold, a ground mount or carport, framing outside prescriptive tables, or a local rule that stamps everything regardless.
A prescriptive path exists in most jurisdictions. IRC 2021 Section R324 covers rooftop-mounted PV for one- and two-family dwellings, and many AHJs accept a prescriptive attachment detail with no engineer involved. Above that path, the package needs calculations tied to the adopted structural standard — ASCE 7-16 or ASCE 7-22, depending on the IBC or IRC cycle the jurisdiction is on — plus a stamp from a PE licensed in that state.
Monterey County’s checklist draws its line at rooftop systems exceeding 5 pounds per square foot or 18 inches in height, which is representative of how these thresholds get written. Which equipment cut sheets and listings belong in the package?
Every listed component needs a manufacturer datasheet in the package, and most jurisdictions also want the installation instructions. NEC 2023 690.4(B) requires PV equipment — inverters, modules, rapid shutdown equipment, combiners, disconnects — to be listed or field labeled, and the plan checker verifies that from the datasheet, not the drawing.

Two things get missed. First, the installation instructions, not just the spec sheet — racking manufacturers publish allowable spans and cantilevers in the install manual, and a structural comment often resolves by producing that page. Second, revision currency: a datasheet three revisions old reads as a mismatch when the model number carries a suffix the reviewer does not recognize. When are load calculations required?
Load calculations are required whenever the submittal changes what the existing service carries, or whenever the interconnection method depends on the busbar rating. Three situations: a load-side breaker interconnection where the busbar is near its limit, a proposed panel upgrade or main breaker derate, and any project adding storage, EV charging, or a backup load panel.
For dwellings, the calculation runs under NEC 2023 220.82 (optional method) or 220.83 where an addition is involved. The interconnection side runs under NEC 2023 705.12(B)(3)(2) — the 120 percent allowance that lets the main breaker plus the inverter backfeed breaker exceed the busbar rating by up to 20 percent when the PV breaker lands at the opposite end from the supply.
The AHJ wants that math shown on the drawing, not just performed. Where a derate or supply-side tap is proposed instead, document the reasoning, because a reviewer will not infer it. Why is the utility interconnection application a separate filing?
Because it is a different approval, from a different body, on a different clock. The building department approves construction. The utility approves parallel operation with the grid. Neither sees the other’s paperwork, and neither waits for it.
Installers conflate these constantly, and the cost is real: a permit issued in five days does nothing if the interconnection application went in three weeks late. The utility package is different documents entirely. Oncor’s published residential and small commercial requirements, for instance, call for a layout sketch carrying the ESI ID and the distance between the visible-load-break disconnect and the meter, a one-line diagram, equipment data matching their eTRACK entry, placard proofs sized by disconnect distance, at least five inspection photographs, and a customer-signed tariff application and interconnection agreement.
Read that against a building permit package. There is overlap in the one-line and the equipment data, and almost nothing else — the photographs and the tariff agreement have no building-permit equivalent.
Utility requirements carry their own technical rules too: IEEE 1547-2018 compliance, approved inverter lists, metering configuration, disconnect visibility and location. In California those sit under Rule 21 interconnection; every other territory publishes its own handbook. Check it before the design is frozen.

Do fire department and HOA reviews need their own material?
Sometimes, and it depends on the jurisdiction. Fire access is code, not courtesy. IFC 2018 Section 1204 — renumbered to Section 1205 in IFC 2021 — sets rooftop access, pathway, and setback requirements for solar PV, and IRC 2021 R324.6 carries the residential version. In most jurisdictions the plan checker verifies those from the roof plan and no separate submittal exists. In others the fire marshal is a distinct reviewer with a distinct queue, and the package needs its own copy routed there.
HOA review is not a code requirement and not part of the permit, but it functions as a shadow approval on many residential projects. Architectural committees ask for different things than plan checkers: elevation views, conduit routing on visible walls, module color and frame finish, sometimes a rendering. Several states limit what an HOA can restrict, but few eliminate the review, and a denial after installation is a worse problem than a plan check correction.

What licensure and contractor paperwork travels with the application?
Whatever the jurisdiction says, and the list runs longer than installers expect outside their home territory. The recurring items: an active contractor license in that state with the correct classification, local business or contractor registration with that specific city or county, certificates of general liability and workers’ compensation where required, and an owner-builder affidavit where the homeowner is the applicant.
Raleigh’s owner exemption affidavit and lien agent notice are a good example of state-specific paperwork that never appears on a national checklist. Texas, Oregon, and Washington each have their own version. This is a common reason a first submittal in a new jurisdiction gets returned, and it has nothing to do with design.
