The City of Houston publishes its expectations in CE-1198, the Solar Photovoltaic Panel Permit & Inspection Guide, revised March 2024. It is unusually specific about what a reviewer wants to see, and a Houston set is built to answer it item by item:

Houston enforces the 2023 NEC alongside either the 2021 IRC or the 2021 IBC, depending on the structure. That is a cleaner picture than the Dallas–Fort Worth metro, where neighbouring cities sit on three separate electrical adoption dates — but it is not the end of the question, because unincorporated Harris County enforces its own amendments and the surrounding incorporated cities each adopt independently.

Statewide, the Texas Department of Licensing and Regulation has proposed adopting the 2026 NEC effective September 1, 2026, published in the Texas Register in March 2026. Final adoption is not yet confirmable from the codified rule, so we treat that date as expected rather than settled and confirm it at intake — and cities follow on their own ordinances rather than together, whatever the state does. CenterPoint, and the second approval nobody schedules for

Most of the metro is CenterPoint Energy territory, and CenterPoint interconnection runs as a separate approval from the city or county permit. The two tracks are not independent in sequence: CenterPoint’s own guidance is that where a permit is required, its visual inspection is not processed until the local inspection has passed, and the system is not energized until both are clear.

That matters for the drawing, because the interconnection application travels with the submittal and the AC disconnect has to be drawn where CenterPoint expects to find it. What moves the price of a Houston set
