The 140 mph question that decides your review path

This is the most consequential fact about permitting solar in Houston, and almost nobody publishes it.

The Houston Permitting Center has accepted SolarAPP+ for residential PV since July 15, 2024. SolarAPP+ is an automated compliance check that issues a permit without a human plan reviewer, which is genuinely fast when a project qualifies. The exclusion is the part that catches people: a project whose basic design wind speed is 140 mph or greater sits in the windborne debris region and is not eligible. It goes to traditional plan review.

Houston is a coastal metro spanning roughly fifty miles inland. The wind speed at a Baytown address and the wind speed at a Cypress address are not the same number, and the threshold runs between them rather than around the city. So the eligibility answer is a property-level determination, not something you can memorise once and apply to a whole install territory.

The practical consequence for scheduling: a job you priced on an instant-approval assumption and then discover is above the threshold does not just get slower, it needs a different and heavier document package. CE-1198: what the City of Houston actually asks for

Houston is more forthcoming than most authorities about its expectations. CE-1198, the Solar Photovoltaic Panel Permit and Inspection Guide, revised March 2024, sets out the submittal contents directly. A complete package under it includes:

  • A plan cover sheet, a sheet index and a code analysis sheet.
  • A site or plot plan showing panel locations and distances to all property lines.
  • A roof plan with the panel layout, the mounting and railing locations, and existing roof penetrations.
  • Structural letters, calculations, details and manufacturer installation instructions sealed by a Texas Professional Engineer.
  • Electrical plans demonstrating compliance with NEC Article 690 and listed equipment.
  • A CenterPoint Energy interconnection application.
  • A signed declaration supporting the building permit application, and proof of ownership matching HCAD records.

The plan review fee is stated as 25% of the permit fee. Houston enforces the 2023 NEC with either the 2021 IRC or 2021 IBC, depending on the structure being built on. Applications run through the city’s iPermits system, with plan documents uploaded to ProjectDox after fees are paid; the electrical application is form CE-1057. Two authorities, one metro: Houston or Harris County?

Texas counties generally have no building permit authority outside city limits. Harris County is a notable exception — it runs a residential permitting program for unincorporated areas through the county engineer’s office and its own e-Permits portal, enforcing the 2021 I-codes with county amendments.

That gives the Houston metro two parallel systems. An address inside the city limits is a Houston Permitting Center submittal. An address in unincorporated Harris County is a county submittal, through a different portal with different forms. And the surrounding incorporated cities — Pasadena, Sugar Land, Missouri City, Pearland, Baytown, Conroe — permit independently of both.

Installers working the whole metro hit this constantly, usually as a lost day rather than a rejection: the package is fine, it is simply queued at an authority that does not review that address. Confirming the reviewing authority is the first thing we do at intake, before the code cycle question. How long does Houston plan review take?

There is no published answer, and that is worth knowing rather than guessing at. The City of Houston’s permitting dashboard reports backlog metrics for solar filings — total plans in queue, oldest plan, oldest plan by business unit — and no committed or average turnaround. The SolarAPP+ material describes the automated track as faster without attaching a day count to it.

We do not quote a city-side timeline because none exists to quote. What we do commit to is our own side: 2–3 business days for a standard set, 1–2 on Fast Roof, and 1 business day when Fast Roof is paired with a Roof Order or EagleView XML — and comment responses handled free inside the six-month revision window.

The interconnection track runs beside the permit, not after it

CenterPoint Energy interconnection is a separate approval from the building permit, and CE-1198 expects the interconnection application to be part of the submittal package. CenterPoint’s own guidance is that where a permit is required, its visual inspection will not be processed until the local inspection has passed — so the two tracks have to be started in parallel but finish in order.

On review tiers, CenterPoint’s documentation sets study-fee bands at 0–10 kW, above 10 kW to 500 kW, above 500 kW to 2 MW, and above 2 MW to 10 MW, with systems under 25 kW AC typically skipping a full interconnection study. For a residential retrofit that means the electrical design, not the interconnection study, is the gating item. Commercial scopes above those thresholds change the answer, and are worth scoping at intake.

Statewide, the Texas Department of Licensing and Regulation has proposed adopting the 2026 NEC effective September 1, 2026 under 16 TAC §73.100, published in the Texas Register in March 2026. Final adoption is not yet confirmable from the codified rule, so we treat that date as expected rather than settled and confirm it at intake — and individual cities align on their own ordinances regardless.
